Sagamore Institute vice president Troy Riggs became nationally renowned for using data to prevent crime and build healthier Indianapolis neighborhoods. But he did not collect data as an end in itself. Rather, he used the data to create six focus areas where crime and community distress were disproportionately located and changed policing strategies to prevent crime and enhance community health.
