→ How We’re Building Better Communities: Sagamore is leveraging our Renewing Cities and Interurban initiatives to deliver community-led transformation in South Bend. By combining advisory support and capacity building on downtown redevelopment strategy with partnerships for community-owned renewal, we’re helping residents and local leaders create lasting economic opportunity and vibrant places

Downtown Redevelopment Strategy

The City of South Bend has partnered with Interurban to provide strategic advisory services to Downtown South Bend, Inc. as it leads activation and reinvestment in the city’s downtown core.  In early 2026, South Bend adopted an ambitious Downtown 2045 plan, and Interurban is helping to develop strategies to implement the promotional, programming, and public-space activation aspects of the vision.  This work builds on recent urban growth, including Notre Dame’s recent groundbreaking of Colfax Corner, a $135 million conversion of the historic Tribune building into an artificial intelligence and advanced computing hub, the cornerstone of a new tech and talent district.  Interurban is also gleaning lessons from incremental residential development in nearby neighborhoods to inform housing revitalization in other Midwest communities.

A New River West

South Bend has embraced Renewing Cities as a tool to help activate the River West Development Area, a large redevelopment area and Tax Increment Financing (TIF) district encompassing downtown South Bend, the Southwest, Far Westside, and Airport areas. In July 2026, the South Bend Redevelopment Commission authorized a new $50 million bond to finance a range of improvements throughout the area. With support from Sagamore, local leaders are forming a locally owned nonprofit land trust to acquire and redevelop key properties in River West, including a new multifamily residential development that will add 250+ units to the area.
